9.6 Can a beneficiary go through random assignment more than once or get assigned to more than one group?

At Stage 1, the SSA administrative data file contains only one record per individual, and each record can only receive one assignment. At Stage 2, staff prevented multiple randomizations of the same individual by verifying the volunteer’s identity and inputting several personally identifying data elements into the computer system, in order to initiate random assignment. The data system security arrangements assured that the assignment—once made—could not be altered. Stage 2 volunteers were generally told their assignment at the time random assignment was done for them, and a letter from the BOND site office then affirmed the assignment in writing.
